Gas vs Electric: Should Melbourne Homeowners Switch Their Hot Water and Heating in 2026?

For decades, gas was the obvious choice for Melbourne homes. Ducted gas heating warmed the house quickly on cold winter mornings, gas hot water was reliable and relatively cheap, and the infrastructure was already there. Switching felt unnecessary, even risky.
In 2026, that calculation has changed significantly. Gas prices have risen sharply, Victorian policy is actively directing homes away from gas, electric alternatives have become dramatically more efficient, and government rebates are making the switch more financially accessible than most Melbourne homeowners realise. If you have been wondering whether it is time to move away from gas, this guide walks through the real numbers, the policy changes, and what the switch actually looks like for a Melbourne home.

What Is Happening With Gas in Victoria Right Now
The Victorian Government's position on gas in residential homes is no longer ambiguous. From 1 January 2027, all new homes and most new commercial buildings will be required to be built all-electric. From 1 March 2027, gas hot water systems in existing homes must be replaced with electric alternatives once they reach end-of-life.
This is the clearest signal yet of where things are heading. Starting January 1, 2024, new gas connections for new dwellings, apartment buildings, and residential subdivisions requiring planning permits are already being phased out. If you are in an existing home with a gas connection, nothing forces you to switch today. But if your gas hot water system or gas heater is ageing, the policy means your next replacement will need to be electric regardless.
The other factor driving the conversation is cost. Gas tariffs and supply pressures have made gas less predictable and often more expensive than it once was. Wholesale gas prices spiked after the 2022 energy crisis and never fully returned to pre-pandemic levels. Meanwhile, efficient electric alternatives have become significantly better at converting electricity into heat, meaning the running cost gap between gas and electric has flipped in favour of electric for most Melbourne households.
The Running Cost Reality for Melbourne Homes in 2026
This is where the numbers matter most for most homeowners weighing up the decision. For a typical Melbourne three-bedroom home, ducted gas heating costs approximately $1,200 to $2,000 per year to run. A high-efficiency ducted reverse cycle system costs approximately $700 to $1,400 per year, meaning most households save between $400 and $800 per year on running costs after switching.
The reason the gap exists comes down to how each system generates heat. A gas heater burns fuel to produce warmth at roughly a 1:1 ratio of energy in to heat out. A modern reverse cycle system does not generate heat at all in the traditional sense. Modern reverse cycle systems are highly efficient, generating three to five units of heat for every unit of electricity consumed, a level of efficiency that gas systems cannot match.
For hot water, the comparison is even more striking. A heat pump hot water system uses the same principle, extracting warmth from surrounding air to heat water rather than generating heat directly. A heat pump hot water system has a payback period of three to six years even without rebates, and with Victorian Energy Upgrades support it is often two to four years.
Add solar panels to the equation and the savings are considerably larger. The average existing Victorian home could save around $2,230 per year by going all-electric when paired with an existing solar system. Without solar, converting an existing home to all-electric saves around $1,900 per year.
The Daily Supply Charge: A Cost Most People Overlook
One of the less obvious financial benefits of switching away from gas is the elimination of the gas daily supply charge. Whether you use gas heavily or barely at all, your gas retailer charges a fixed daily fee simply for maintaining the connection. Disconnecting from the gas network entirely eliminates the daily supply charge of $0.55 to $0.90 per day, which amounts to $200 to $330 per year in savings from the connection alone, before you account for any difference in energy running costs.
For households that switch their hot water and heating to electric alternatives and no longer need gas at all, removing that supply charge is a straightforward annual saving that begins from day one.
What Are Your Electric Alternatives?
For hot water: Heat pump hot water systems
A heat pump hot water system replaces your existing gas or electric storage hot water unit and works by extracting heat from surrounding air to warm your water. Melbourne's climate is well suited to heat pump systems, which operate effectively through the city's variable seasons. When set to run during daylight hours, a heat pump can draw on solar generation to heat your household's water for very little ongoing cost.

Victorian Energy Upgrades (VEU) Program
Replacing gas ducted heating with a reverse cycle system is one of the highest-value rebate categories under the Victorian Energy Upgrades program, with rebates available as a point of sale discount applied at the time of installation. This means the rebate comes off your upfront cost rather than requiring a separate application and reimbursement process. Eligible households can access rebates of up to $4,500 depending on the existing system being replaced, the type of new system installed, and property details.
Solar Victoria Hot Water Rebate
For eligible Victorian households replacing a gas hot water system with a heat pump, the Solar Victoria hot water rebate provides additional financial support on top of any VEU assistance. When Does Switching Make the Most Sense?
Not every Melbourne household is in the same position, and the right timing depends on where you are with your existing appliances.
Your gas hot water system or heater is more than ten years old.
This is the clearest trigger. If your gas appliances are ten or more years old and need replacing anyway, the incremental cost of choosing electric replacements is much smaller, typically $2,500 to $5,500 total, with a two to four year payback period. Replacing a failing gas appliance with another gas unit locks you into rising gas costs and a system that will need to be replaced with an electric alternative regardless once the new Victorian regulations take effect.
You already have solar panels.
If your Melbourne home has solar and you are still running gas appliances, you are generating clean electricity and then paying separately for gas on top of it. Switching hot water and heating to electric lets your solar system cover a much larger portion of your household's total energy use.
You want to eliminate your gas supply charge.
If you can switch both your hot water and your space heating to electric alternatives, disconnecting from the gas network entirely removes the daily supply charge from your bills permanently.
Your gas heater is the only thing keeping you connected to the gas network.
If your home has already moved to induction cooking or electric hot water, your gas connection may exist solely for the heater. In that case, the daily supply charge you are paying to maintain that connection makes the switch to reverse cycle even more financially straightforward.
What the Switch Does Not Mean
A common concern for Melbourne homeowners considering the switch is whether electric heating can actually keep up with Melbourne winters. The short answer is yes, comfortably. Modern reverse cycle heat pumps operate effectively at temperatures as low as minus 15 degrees Celsius. Melbourne's winter rarely drops below five degrees, well within the system's operating range.
It is also worth noting that there will be no change to existing gas cooking or space heating appliances in existing residential buildings. Victorians can continue to cook with their existing gas connection inside the home if they wish. The March 2027 regulation applies specifically to gas hot water systems reaching end-of-life, not to cooking appliances in existing homes.

The decision comes down to three factors: the age of your existing gas appliances, whether you already have solar, and how you want your home's energy setup to look in five years.
If your gas hot water system or heater is ageing, waiting only means continuing to pay rising gas running costs plus the daily supply charge until the appliance eventually fails, at which point you will be replacing it with an electric alternative under the new Victorian regulations regardless. Acting now means you capture available rebates, start benefiting from lower running costs immediately, and avoid making the decision under the pressure of an appliance failure.
